Sounds like my crew ...
They have some REXX that generates image-copy (???) JCL - they were forever
finding problems with why the resultant JCL wouldn't work;
- too many steps
- too many DD cards
- too many units (as in 25 for each of the too many DD cards above) - TMM
was also partly to blame for this.
They now have checks to kick out a jobcard at (semi-)reasonable points in
the process.

And of course they wanted 20 of everything; and run every night ...   but I
digress.

Maybe the DBA in question wants to do something similar, but setup each step
as a separate job - the question becomes a little more sensible in such a
case.
