True, and applicable to NSLOOKUP, but NSLOOKUP doesn't use 
"the RESOLVER"; it has it's own internal resolver and accepts an 
optional name server address as a parm.  That at least allows you
to see if other name servers have the correct address. 

This behavior is exactly as intended and is appropriate.  A "not
found" is a perfectly valid repsonse.  In fact, I'm pretty sure it is 
even cached by a caching name server.  If in fact the address is
invalid you don't want to go through your whole list of name servers
trying to find it.

All name servers in the list should contain the same information;
that is a list of a primary and backup servers.
