Sorry if this was already suggested, but how about a Language Environment option that would enable/allow >100 parm values in JCL?
Then, you could have an installation default, and override it on a particular job step, or link specific programs with LE options. If you did this, then perhaps you wouldn't need a new 'PARMX' keyword.
