I don't see that as a problem. If you add a keyword, e.g., SUBST-YES,
there's no reason that the JES couldn't do some special processing with
supporting code in the Converter. What I had in mind was creating both an
input and an output data set for the single DD statement and having the
Converter copy with substitution.
