Move your TSM server to an AIX platform for file-level restores. And then
shutdown your linux servers on z/VM to do full-volume DR backups. You can
still use z/OS based DFSMS (ADRDSSU) to backup and restore z/VM or Linux
full volumes. You could also use z/VM's DDR utility or CA's VM:Backup-Hidro
product for full volume restores. 

I don't think there is a single product that will provide you bare metal
restore and file-level restore capability. Once you accept that you need TWO
products/processes, then TSM is an excellent choice for filelevel restores
of linux, windows and databases (TDP for email and Oracle).  

TSM and DR process has worked fine for us for at least 12 years of DR
exercises. But we have moved from DDR/VM:backup to ADRDSSU for full volume
backup/restore, and I have also tested DDR and other processes for encrypted
z/VM backups.
