JOBCLASS(*) sets defaults for (JOB, STC, TSU)
JOBCLASS(?) sets defaults for (JOB)
JOBCLASS(STC) sets defaults for (STC)
JOBCLASS(TSU) sets defaults for (TSU)
JOBCLASS(x) where x is A-Z,0-9 overrides defaults for specified jobclass
JOBLCASS(*,?) should precede JOBCLASS(x) in the JES init deck.

Only JOBCLASS(S) needs to be coded as an override.

I do not have a test system so I cannot really see how this works. 

If I code jobclass with a ? (Question Mark) and still create a unique entry for 
say JOBCLASS(S).  If all my jobclasses except one is the same can I do that?  
Or does JES2 see that as an error?

Do these statements for JOBCLASS S to use 64M for Region while all other 
JOBCLASSes will use 4M  or do I have to code JOBCLASS(A-R)
