Technology, while great, is not the only reason for replacing.

Yes, but.
The last time I was involved in a DASD acquisition, there was no performance 
issue.
It was the cost of maintenance vs the cost of a new acquisition, complete with 
a 3-year warrany.
The new equipment was the same price as a year's worth of maintenance.
And, it was expandable, took of less floor space, less power, and, as a bonus, 
it performed better (which we didn't really need with sub-200ms CICS response.

You have to take all aspects of the equipment under consideration.
Unfortunately, some (not all) technicians get hooked on the technology and 
forget that business issues have to be addressed, as well.

PS: I was like that when I started; 30 years as a capacity/performance analyst 
has (hopefully) changed my perspective.
