Not money (I know you're kidding). Possibly it is because of user's home
directories. If your systems are not in a sysplex, there is no way to
share them. If you are in a sysplex, perhaps your sysprogs don't want to
bother setting up the facility to share them. In either case, a normal
user would like complain like a graft-less politician about not being
able to share.
