Guess I am missing something:

I specified HVCOMMON=2G in ieasys(za). No error message during IPL, and D
VS,HVCOMMON now shows:
D VS,HVCOMMON
IAR019I  07.55.06 DISPLAY VIRTSTOR 239
 SOURCE =  ZA
 TOTAL 64-BIT COMMON = 4G
 64-BIT COMMON RANGE = 2044G-2048G
 64-BIT COMMON ALLOCATED = 1M

Why are 4G allocated? How do I get exactly 2G? According to all
books/presentations, 2G is the minimum.

And no, we're a small installation, and I don't care about huge default areas
that can bring down my paging subsystem if misused by any runaway
application or system code.
