The PDS command processor (CBT file 182) does this. When I run ISPF in batch I execute a minimal TSO/ISPF PROC with PARM= and override the necessary DD names (SYSTSPRT, SYSTSIN, ISPPROF). In the SYSTSIN stream, use ISPSTART PGM to launch your main program.
