To determine level of access for a specified dataset, there are a few ways
to go:
1. The ACF2 ACCESS command reports who can do what to a specified dataset.
2. The ACF2 TEST command can be used to see if a user without any
   privileges has read, write or exec access for a specified dataset.
The subject of generating a list of APF-authorized libraries has been fairly
well covered.
