You would need signing, as they can modify the code before the receive or
receive completely bogus stuff.
Unless he downloads the stuff directly from IBM and he is not authorized
to make any changes in network (to cheat the source) and he has to leave
the output, and he is just an operator who only can order the job
without any change in the job text.
BTW: Sometimes good enough is enough good.
