Martin, You can accomplish compression by migrate/recall of a PDS. The user doing this needs HSM rights, but is not granted access to the dataset itself.
It has the advantage of not working if the dataset is open by another address space - no one get fragged as you would with DISP=SHR and IEBCOPY.
