In answer to the question -

My mistake I had somehow forgotten to take into account the fact that the 
requirement was to use a non-catalogued data set, and the manual definitely 
states that RENAME only works with catalogued data sets.

Any problems with LISTDSI may arise from the fact that it seems to suffer from 
the "stabilised" syndrome as per the IEB utilities. To be pedantic RECFM, LRECL 
and BLKSIZE are not available via the TIOT, so LISTDSI relies on either:

a) The fact that the file is catalogued to locate it and retrieve information 
from the DSCB
b) Alternatively the file is allocated to the session by a DD statement from 
which the DSCB can be derived.

I had jumped the gun a bit in my earlier suggestion.
