I've got a JES2 background, and I seem to remember that with JES2 one of the printer setup parameter is the routcode. Local destinations can be assigned to the routcode and JES2 would then select output matching these destinations for printing on these decives.

Only destination "ANYLOCAL" (and maybe "LOCAL"?) output seems to be sent to out local printers. But there is also the device group (DGROUP). So, my question really is: Of what use is assigning a DESTINATION to output when talking about *local* printing. How does a printer's "device group" relate to destination (if at all)? It seems to depend on the DGRPONLY setting. With DGRPONLY=YES, an output's DESTINATION must match a printers device group (DGROUP). When DGRPONLY=NO is ineffect, output with destination LOCAL, ANYLOCAL as well as DGROUP can be printed on a specific printer (or group of printers). If this sound weird it may well be because I'm still confused about how this is supposed to work in a JES3 environment. (I understand other seleciton criteria such as output class, forms, etc.. These don't seem to work much different from how they work in a JES2 environment.)
