It and other conceptually similar schemes use aliases and system symbols to
tame version, release, and modification-level information, making it usable in
QNs.
Notionally onerous maintenance that would otherwise be required is avoided; and
this controversy has been or, better, should thereby have been settled
definitively.
It was Flaubert who observed that Le bon Dieu est dans le détail, and Defoe who
made it clear that the devil will always be nearby.
