Please let me have you thoughts on how to throttle the CPU, if possible, for a particular batch workload submitted in a particular JOBCLASS when the CPU is completely idle.
In other words, even though there is nothing running, when this workload runs we do not want it to use more than X% CPU. I guess it could be called "CPU Fencing" as opposed to "Storage Fencing".
