IMO, the question is not about using started jobs vs. ordinary jobs, but started jobs vs. started tasks. Jobs are submitted and processed by an initiator, whether JES- or WLM-managed. Either way, the number of jobs active in the system at any time is limited. Started jobs are started by the operator and become active immediately, regardless of the resources that they require or the impact that they might have on other work. Ordinary jobs typically run under the user ID of the submitter or a production userid if submitted by a scheduler. The user ID for started tasks are determined by other means.
