In my JES2 INIT parms, at the end I've got:
$VS,'WRITELOG START'
command that is issued at JES2 startup
(your SYSLOG may never been started after IPL).
You may also check if Z EOD command has been
issued accidentally. In such a case, to restart
the SYSLOG you may issue commands:
W START   followed shortly by
V SYSLOG,HARDCPY
