It was never intended to be a programming language. In the earlier version of MVS, VS1, SVS, MFT, MVT you didn't have any of those capabilities.

BTW: SMS routines are more flexible. I don't want to provide exact definition of programming language, but JCL hardly fulfills such one. It's not even (or it is poor) scripting language in contrast to REXX, shell scripts, etc. It is a way of communication with computer, issuing commands.
