The communications ECB is indeed in key 0 storage, but the system recognizes attempts to wait on that specific ECB and treats it as a special case. It allows any task in the address space to wait on the stop/modify ECB. The stop/modify function would not be terribly useful otherwise. > Only one task can wait on it.
