I don't know what is VNC, but I know a little about remote access to SE & HMC.
1. You can access full HMC desktop (including i.e. reboot) from web browser. It can be "regular" port 80 or 443 (SSL).
2. You can also have access to full SE application from HMC desktop. Note: SE application is the only available thing on SE, there is no "regular" desktop behind the application. Note2: To get the remote desktop you need to drag and drop "single Object Operations" icon.
3. You can exploit #1 and #2 concurrently, so you can access SE application frm any PC, via HMC as intermediate station/server (PC browser to HMC, Single Object Op. to SE). It is network bandwith consuming, but it works. As a result, I don't need to see the CPC, even when doing POR.
4. AFAIK, IBM don't like network access to SE. The only supported thing in the LAN is another SE or HMC.
