I seem to recall the JWT (job wait time) parameter was an IPL only type
of change. However, I see some evidence ( a redbook) that it can be
changed on the fly with a SET SMF=xx command.
This seems to have been the case for some time. Anyone recall when this
happened?

IIRC, it was around the first release of OS/390.
