Do you know what process (started task?) is producing them? I've seens similar, 
prefixed with an IEF196I code. Those come from tasks which are started under 
the MSTR subsystem because it does not have a JESMSGS spool type file to write 
them to. I wonder if your messages are coming out of a subsystem which is doing 
dynamic allocation. Just a guess.

You might be able to suppress them if you have an automated operations package 
such as CA-OPS/MVS or IBM's SA.
