Yes, you can use JCL to define VSAM datasets. However JCL itself does
not provide all necessary keyword. Actually very few, like RECORG and
KEYLEN. However you can use dataclasses for other keywords, or LIKE!
LIKE is fine if you want to define a cluster similar to existing one.
BTW: there are options available only through DATACLASS, that means
unavailable from IDCAMS DEF CL. Of course DEF CL can include DATACLASS
as one of the keywords.
