Perhaps you are thinking of CICS 4.1's "Named Counter"? https://publib.boulder.ibm.com/infocenter/cicsts/v4r1/index.jsp This is not a z/OS facility and so is not directly accessible by anything other than a CICS transaction. Yes, I know about EXCI from a non-CICS address space.
