I do know that OPS can send emails, and we use it to send the emails to our cell phones via a text message. Don't remember the actual process, but I'm sure someone else can fill in that detail.
I believe that OPS requires a separate server and software to actually do the calling out - we used to do this, but we lost the server hardware to another group awhile back. C.
