The table is correct - you're reading it wrong.

p,m,Y2U,TOGREG=Y4T(/)

Yaa is the output format which in this case is Y4T
(not Y2U).  The table shows that TOGREG=Yaa(s) gives
an output date of C'yyyysmmsdd' when Yaa is Y4T.
Any valid input format can be used (e.g. Y2U).

OK. Guess I would have structured the table differently.
