Just a wild *** guess, but here goes (without any guarantees of course!) What about limiting it by using the part of OMVS segment of a RACF userid, PROCUSERMAX? Or what about THREADSMAX? Of course, if your BPXAS, TCP/IP and FTP owners are having UID=0 this will NOT work. You may need to stop your FTP (and perhaps TCP/IP too?) to pickup the new owner's OMVS attribute.
