Your security administrator will need to set your OMVS segment PROGRAM to 
/bin/bash (or whatever). Or, in your ~/profile as the last command, have:

exec /bin/bash -L

to replace the current process, which is likely running /bin/sh, with 
/bin/bash. Assuming BASH is at /bin/bash, of course.
