If you are applying a SYSMOD that has an HFS element with one of the

Well... the documentation is wrong. While UID and GID parameters
(remaining rows in the table) are correct, the first 3 rows are not
satisfied with UID(0).
BTW: I wish I would see error messages for such case. Is it regular
ICH408I, which clearly informs about missing authorities, or it's just
some cryptic "Binder error 8 RSN 12AC34BD".
