The TSO userid is eventually stored in the PSCB control block (mapping macro IKJPSCB).
The PSCBUSER field is only 7 bytes long (for some strange historical reason) and is unlikely to change due to downward compatibility issues. It might have something to do with "SUBMIT" processing or it might have its root in SYS1.UADS access - however I am not 100% sure about either.
