It is not a limitation for TSO data sets, but for cataloged data sets.

I included an explanation of the origin of the limitation in my post
http://bama.ua.edu/cgi-bin/wa?A2=ind1011&L=ibm-main&P=25924
last Friday.

Short version: A CVOL catalog was designed to use the structure of
a PDS directory, hence the same 8 character limitation.
