To clarify:
DFSMSdfp is free (included in z/OS price)
DFSMSdss is extra paid
DFSMShsm is extra paid
DFSMSrmm is extra paid
DFSMStvs is extra paid

Note HSM requires DSS as a prerequisite. I fyou already use DSS, then your fee for HSM will be less. Also note that none of the products require real installation, the only thing to do is to pay the fee and put ENABLED in IFAPRDxx. It is also possible to enable it and not pay, but it is piracy.

BTW: AFAIK the reason why some product are not included in base fee is existing competition. It is *not like* M$ did with Internet Explorer. You pay for RACF, because you can choose ACF2, you pay for HSM, because you can prefer CA-DISK, DFSORT is extra paid, because there is Syncsort, etc. In fact I don't remain any optional (paid) feature not having competition replacement
