CDESPLIT is not on in the case you mention because the system had no need
to turn it on. The CDE bits are not "for you", they are for the system to
use in making decisions. If the bit is on, it was RMODE(SPLIT). If the bit
is not on, it does not mean that it was not RMODE(SPLIT).
