This implies that your definitions have been in essence copied from a system 
at level z/OS V1R6 to a system at level z/OS V1R9.

I couldn't quite remember exactly when the change happened - to which Luke 
Rabbe referred both sharply and obtusely - but I thought it was somehow 
connected to z/OS V1R8 and so I dug this from the z/OS Communications 
Server (CS) New Function Summary manual:

This means that the TN3270E statements in the PROFILE data set upon which 
a z/OS V1R8 CS will act will be ignored in z/OS V1R9 and above CS. I would 
have expected a message or two about this but maybe not.

What you need to do is check the CS Configuration Guide Chapter 
10, "Accessing remote hosts using Telnet", in order to arrange to do what 
Luke Rabbe implied you should have done.
