Do you mean that the address is 0? (This would be expected for job termination entries to IEFACTRT, but not for step termination)
Curious: why did you make up your own field names? The IEEACTRT sample has PARMNJOB and PARMNSTP. If the field is 0, then my only guess is that you're looking at data for a short-running job that has not accumulated 1/100 of a second of time.
