I think the limit apply only for DEF CLUSTER statement.
If you need more records simple replace RECORDS(x,y) with CYL(a,b)
VSAM limit are:
4GB for non-EA
or
4G * CISIZE for EA
AND
other limits like
max. 59 volumes,
physically available space.
