Take a look at IBM program IEAMDBLG assembler source and the documentation for IXGOFFLD. You can alter IEAMDBLG pretty quickly to invoke IXGOFFLD against the logstream you want without doing anything else. You only need to connect, offload, disconnect.
CA-SYSIVEW includes command LGOFFLOD to invoke IXGOFFLD for a logstream. Other tools may have similar capabilities. This would be a good requirement for IBM to supply a command a utility to perform this against a logstream.
