Food for thought... If your FILTLISTS are numerous and onerous, you might consider defining some RACF (or your favorite alternative, if the constructs are available) profiles and segments to assign appropriate defaults and allow for specification based on user or group.
Of course, that puts some onus on the RACF admins, but if managed at a group level, it's not too bad once the initial setup is done. I've seen some rather unintelligible FILTLISTs in trying to figure out why my dataset didn't go where I wanted it too - very frustrating to debug.
