As others have suggested, the Cowlishaw book is good.  Daney's isn't bad 
either.  Kilowatt has a decent tutorial online at 
http://www.kilowattsoftware.com/tutorial/rexx/ as well.

It's been a loooong time (like 20+ years) since I learned Rexx back in the 
VM/SP Release 3 days, but I recall the VM Rexx User's Guide being excellent: it 
was a 3-pass manual: you built on your knowledge with each pass.  I don't know 
if the TSO book is the same, but if not, and if you haven't seen it, check it 
out.  You did say "improve on the IBM manuals", so maybe you've already done 
this.

Finally, I have to put in a plug for The Rexx Handbook, an out-of-print volume 
in the McGraw-Hill Ranade series that I co-edited with Gabe Goldberg.  With 
chapters from a couple of dozen authors, this book gives Rexx comprehensive 
coverage, including topics such as programming style and performance.  You can 
find it on most used book sites (alibris, bookfind, abebooks, et al.).
