With DFSMS 1.12 this restriction was removed; from the "DFSMSdss Storage Administration": "With the DUMP command, you can dump DASD data to a basic sequential data set, a large format sequential data set or an extended format sequential data set." But there are other data sets that must be defined as basic format. Sort work data sets, to name one. Also, when considering DFSMS compression, one should take into account that it comes with a CPU price tag, so I would not compress everything indiscriminately (unless CPU is cheaper than DASD for me).
