You know it's an AUTH call (though you'd need to ask the SMS folks why they
said RACHECK).  AUTH documents the RC=x'10', and refers you to the VERIFY
macro  to see what the real problem was (and the x'1C' gets you the
explanation in the VERIFY set of return/reason codes).
