Our C.E. last used OLTEP circa 1991. However, I've used the OLTEP bit in the UCB for a long time. At each installation I worked at, we found it advantageous to generate extra devices; that allowed just hooking up new equipment without doing a sysgen. That, however, has the disadvantage that device allocation will prompt for offline, non-existent units. Setting the OLTEP bit prevents the devices from being considered for allocation. With modern systems, I set the bit with a user module during NIP, and can set it on the fly if we want to logically remove a unit.
So while we don't need OLTEP, I still find its allocation code useful.
