Are you sure that -all- the ports are open on the firewall? FTP actually uses three ports: the 'well know port' for initial contact and to negotiate a control port. The control port is used for the handshake and later to negotiate a data port.
Unless you have specified otherwise, the control and data port numbers are unpredictable.
