I have worked with Dean White in the past and he is excellent. I also do not know if he is still available. I think the Don Bell is still available. I have worked with him a number of times - the last time about a year, maybe two ago. He is truly excellent as well. When you open your issue, you could request either of them.
As for what you are trying to accomplish, we don't do that, so I can be of no help with it. We tend to have very few individual datasets, groups at my shop write to shared HLQs, plus our most junior sysprog has somewhere between 15-20 years in.
