I usually do something like this:

$OJOBQ,Q=X,CANCEL,A>5
$OJOBQ,ALL,CANCEL,A>15
$POJOBQ,ALL,A>15,PROTECTED

Note the use of "PROTECTED" in the $POJOBQ command.
