This sounds like something we ran into years ago and got burned as we didn't realize the ramifications. I am reasonably sure IBM has not reallyfixed the issue as it was a sticky issue in Allocation and at least at the time there was no "answer" or a small (easy) work around and that was never reply hold. I do not remember all the specifics as it's been 25 plus years but the gist of reply hold backs up Q4 and all new allocations. We took many IPL's IBM did address a lot of the issues with apars etc and they did redesign allocation but from little I remember there was a flaw that really screws up allocation and there was no way to fix the issue outside of IPL.
