WLM most certainly relies on IXCL1DSU to format its CDS'. The WLM ISPF dialog can be used to generate the format control cards & JCL, but you still have to submit it. See z/OS V1R12 MVS Setting Up a Sysplex, SA22-7625-19, Section 3.3 It is policy update via IXCMIAPU that WLM does not support, at least not by means accessible to us.
