Check out a product called Ivory Server for Batch from GT Software.  It
is part of their Ivory suite which is extremely easy to use and very
efficient.

We use Ivory for CICS and have found it to be highly scalable, reliable
and we can develop services within minutes!!!  Our first project with
Ivory went from development to production in 60 days, including numerous
rigorous testing cycles and has not had one issue in the 4 years it has
been implemented.
